During the early years of Girl Scouting, some troops sold home-baked cookies to raise funds. In the 1920's and 1930's, Girl Scouts in several states looked to local baking companies to supply the cookies. The national Girl Scout organization first licensed commerical bakeries to produce cookies in 1936. Sales were so successful that, by 1939, fourteen bakeries had been licensed. This made it possible for every council in the nation to place orders for cookies and carry out sales campaigns.

In 2007, an estimated 200 million boxes of Girl Scout cookies were sold. Today, annual cookie sales raise around $700,000,000. Approximately 70% of the proceeds stay in the local council to support Girl Scouting in that area. These sales profits are divided, with local troops receiving about 10-15% of the retail price, the local council more than 50%, and the manufacturer the remainder.

Cookie revenues help pay for Girl Scout events and activities, maintenance of the councils' Girl Scout camps and other properties, cookie sale incentives, and council administrative costs.

In 2008, 15-year-old Jennifer Sharpe of Dearborn, Michigan sold 17,328 boxes of cookies, a record for her troop and possibly an all-time record.
